Tradition of film animation started in Banja Luka at the end of the sixties of the 20th century and culminated in 1971., when Banja Luka hosted The May Festival of Animated Film BANJA LUKA 71, first of its kind in ex Yugoslavia.In the years to come The May Festival was transformed in movie manifestation named The Festival of Filmmaking. After several years The May Festival ceased to exist and the screenings of short animated films in Banja Luka's cinemas stopped too.
In the following years, in the city on the river Vrbas were showed animated films from around the world.
Interest for animated film in Banja Luka was renewed in 2005. by the group of young film workers from the Association for Visual Arts FENIX ART.
FENIX ART showed the great retrospective of "Zagreb School of Animated Film" with 44 films of world famous school of animation. Popularization of short form of animated film was continued on the revues, where more then 300 animated films were showed ("Days of Zagreb School of Animated Film"-2005, "Revue of Animated Film"-2006 and "Days of Animated Film" - 2007).
International Festival of Animated Film BANJA LUKA 2009. in organization of Association for Visual Arts FENIX ART represents historical continuity of film animation in Banja Luka, which has it roots in The May Festival of Animated Film held in 1971.
FESTIVAL RULES
1. The organizer of the International Animated Film Festival "Banja Luka 2009" is Association for Visual Arts FENIX ART from Banja Luka.
2. Festival is held under the sponsorship of the Ministry of Education and Culture of Republic of Srpska and the City of Banja Luka
3. The Festival Program:
* Competitive program
* Informative selection of the films
* Non-competitive screenings
* Workshops of animated film
* Book promotions, exhibitions, meetings with filmmakers
* Music events
5. The Festival will take place from 22 to 27. October 2009.
CONDITIONS OF PARTICIPATION
1. The entrants can submit films regardless of the genre or animation technique.
Duration time of the film should not be longer than 25 minutes. Submitted films had to be finished in 2007. or later.

4. Completed application forms should be sent to: prijave.anima@teol.net
5. Each entrant should submit at least one still image from the film and the photo of the author in JPG format and resolution 300 dpi, size 10 x 15 cm.
6. We accept films in DVD format which can be read by any standard DVD player (PAL /NTSC)
7. There can be more films on one DVD. Each DVD must have menu with precise film titles related to film material. Each film must be submitted with a separate application form.
8. Each film with dialogue must have subtitles in English.
9. Applications must be received by August 1, 2009. Films are to be sent at your own expense.
SELECTION COMMITTEE, JURY AND AWARDS
1. The submitted films will be preselected by a Selection Committee which consists of three members. Preselecting results will be published on the official internet site of International Animated Film Festival "Banja Luka 2008", not later than August 15 2008.
2. The Entrants will be informed about decisions of the Selection Committee by e-mail.
3. The official Jury of the Festival is international and includes 5 members. There is at least one jury member from Bosnia and Herzegovina. Jury members are specialists who deal with art of animation or movie industry. At the first jury meeting, president of the jury will be selected.
AWARDS
* GRAN PRIX (the best film) - statue of the Festival, diploma, money award (3.000, 00 €) and membership of the jury of the next year’s Festival
- Award for Creativity and Artistic Impression – diploma and money award of 1, 000 Euros
* Special award of the jury (award for creativity and art expression) - diploma and money award (1.000, 00 €)
* Three awards for the animation techniques (the best 2D, 3D, puppet animation, film clay animation technique) - diploma
* The audience award - diploma
6. Jury can also honor special awards.
CONDITIONS OF PARTICIPATION
1. The Festival covers expenses of accommodation for the directors of selected films. The Festival will contact directors and producers whose films are selected for the official competition programme.
RETURNING THE FILMS
1. For the films included in competitive program, film producers are obliged to send Betacam SP PAL.
2. The Festival covers expenses of returning the films chosen for the competitive program. Beta cam SP PAL tapes will be sent back to the address written in the application form not later than 40 days after the closing of the Festival.
RIGHTS
1. Each DVD sent to the Festival will remain in the Festival archive and will be used for non-commercial presentations aimed to promote the Festival.
